You can also get plenty of end rods from End Cities found in The End. It might not matter anymore, but it used to be that end portals wouldn't work if you didn't place the blocks while facing out from the middle of the portal area. The only thing to keep in mind, not sure if this is still a thing or not, but be sure to place the end portal blocks in a circle around you, don't place them from the outside of where the eventual portal will be. I think you should be able to do that, I recall someone mentioning they did.

Once you have one, simply place it atop some normal end-stone and wait a little while for it to grow. Or how to get endrods?
